Congress is too reactionary. They wait for disasters. They pass laws to fix them. Things get better (better-ish) for a while. Then the protections/regulations get removed (usually in secret) or they stop getting inforced until a disaster strikes and then people cry out why aren't there regulations against that.
Some rules and regulations are for the greater good. Many seem to forget that until it's too late.
